It’s always seemed strange that FIFA is willing to use the World Cup as a guinea pig for changes to the Laws of the Game.
Football’s premier competition is jealously guarded, more and more so as the governing body’s own logo has been afforded the limelight, and yet every major experiment and tweak is live-tested at the sport’s apex.
Strange, maybe, but surely an indication of the paradoxically low regard FIFA’s top suits have for their own golden globe.
FIFA’s is the leading voice within IFAB, the game’s law-making body. Implementing new laws and updates at the World Cup is a choice.
They don’t all come into play at football’s global showpiece. That honour is saved for the aspects of the Laws of the Game through which FIFA wants to make a statement on a theme.
World Cup 2026 was the World Cup of FIFA’s misguided war on time-wasting, noble in intent but undercooked in practice. Non-league fans rightly complain when rule changes are tested on the matches that matter to them but FIFA’s readiness to go to the other extreme is no accident.
Ultimately, FIFA played to the gallery. Football fans have always hated time-wasting and measures were rushed through to address it on the biggest possible stage.
Applying a five-second rule for goal kicks and throw-ins is going to cause chaos, for starters. Just watch.
But these new additions to the Laws of the Game do seek to tackle an aspect of the game that fans genuinely find infuriating. Lots of people don’t like time-wasting and over-engineered set pieces, and football has moved to take the edge off.
There’s another area fans find irritating. Tactical fouls can be sneaky and antithetical to the spirit of the game. Fans don’t all want to watch teams trying to eke out minor advantages any which way.
A fresh start for Premier League referees?
Professional fouls, time-wasting, diving, injury breaks – all of these and more can be categorised as the sort of tactical offending that disrupt what’s good and liquid about football.
That’s the bad news. The good news is there’s an opportunity that comes with it.
For all the transparent grandstanding that’s baked into FIFA’s World Cup sandbox for rule changes with a message, the latest bogeyman du jour was at least something that needed to be dealt with.
Referees are a put-upon group. The abuse they face is bad enough in its own right; its real venom lurks in the fact that so many fans will agree with a straight face that it’s their own fault.
As much as the Premier League referee has been allowed to become a modern-day folk devil, the tiny sliver of the blame they do own is the result of choosing not to use the tools they have at their disposal.
Referees don’t need more power to deal with offences like cynical fouls, time-wasting and diving until their existing weapons are pointed at the players and proved to be inadequate.
Surely, the Laws of the Game legislate for these matters much more adequately than the leeway in the average Premier League would suggest.
Take dissent, for example: fans, generally, would rather players didn’t spend 90 minutes questioning the parentage of the officials. It’s an unusual example of fans being on the referees’ side.
Most fans have a solid grasp of where the line is, yet it’s crossed time and again without any repercussions.
If there was ever a time for the referees of the Premier League to get fans more onside by targeting the things that annoy both parties, this season is it.
The initialised version of Professional Game Match Officials Limited’s name has been weaponised by Football Twitter as a byword for some shady conspiracy beyond the obvious basic advantages afforded to the richest clubs.
PGMOL has been rebranded as Pro Ref, but the real change can only take place on the pitch.
Lancing a tactically-filled boil or two would go much further than changing the name of the company. Mind you, any improvement would just be credited in some quarters to the retirement of Anthony Taylor.
