Houston Texans unveil Cypress-area’s upcoming ‘Toro District’ but still won’t say how much it’ll cost

Cypress, Texas (KTRK) — The Texans have previewed where their new headquarters will go and what it will look like, but they have not yet said how much it will cost.

Between the confetti, fans and drums, there was a lot of noise Wednesday in a place where not much is usually heard. In a grassy lot located in Cypress off the Grand Parkway and Peck Road, the Texans announced plans to build a new facility that will open in 2029.

The team said that the “Toro District” is where its headquarters will be located, which will include offices, fields and other recreational spaces. While the team has announced the location and presentation, they are holding back on the cost.

“We still haven’t worked out those details yet,” Texas CEO Cal McNair said. “We’re still taking it all in, but it’s a big investment.”

The Houston Texans unveiled the designs for their new “Toro Zone” on Wednesday. The project is located in Cypress’s Bridgeland neighborhood off the Grand Parkway.

It is a significant investment not only by the citizens of Texas, but by taxpayers as well. Judge Lina Hidalgo said the county could use $150 million in taxpayer money for the project.

ABC13 asked McNair if any of that will go toward the Texas facility.

“Taxpayers, as the commissioners said in their remarks, are paying for infrastructure, which they will end up paying for anyway,” McNair said.

Neither Commissioner Tom Ramsey nor Leslie Briones told ABC13 how much Texas plans to spend. Ramsay said the number is higher than the county’s contribution.

Commissioners said public funds would go toward infrastructure, such as roads and bridges. They also plan to build an annex, where county services will be located.

Officials said the millions of dollars would come not from the general fund, but from a special tax district: an entity that collects property taxes from homeowners and businesses that remain in the district, rather than going to the general fund.

“When people are willing to invest large amounts of money, and they tell us their plan, we will implement the infrastructure anyway,” Commissioner Tom Ramsey explained.

This may not be the only investment in Texas by taxpayers on the way. Commissioners said more money could be spent on where Texans play their games. While we have an estimate of how much taxpayers are contributing to the Touro District, officials are not yet ready to say what is happening with NRG.

“We are working closely with Texas rodeo residents and the county on the future of NRG Park,” Commissioner Leslie Briones said. “Stay tuned. There will be something bold and transformative, too.”

However, none of this has been achieved. The commissioners did not agree to provide support for this project until the last meeting.
