Egypt Mandates Nurseries for Working Women and Tightens Child Labor Rules

Egyptian Minister of Labor Hassan Al-Raddad issued three important ministerial decisions, according to an official statement issued on Wednesday, March 25. These decrees were published in the supplementary issue of the Official Gazette (Egyptian Gazette) No. 64 on March 18, and entered into force the next day. It focuses on creating regulated workplace crèches, expanding leave entitlements, and imposing strict controls on child employment and training. These moves come in coordination with the Ministry of Social Solidarity and the National Council for Childhood and Motherhood, and were reviewed by the Supreme Council for Social Dialogue. The first decision obligated every employer who has 100 female workers or more in one workplace to establish a nursery at the workplace or contract with a licensed external nursery to care for the children of female employees under the age of four. The facility must be equipped to accommodate children with disabilities. For smaller workplaces (fewer than 100 workers), facilities within a 500-metre radius may collaborate to set up co-creation.
